Galindez joins the JAG gang to help. Against Harm's advice his hotshot shipmate destroys an armored vehicle containing whom he believes to be Serbians intercepting refugees on the ground and placing them in danger, but who prove to be Russian peacekeepers; he kills three Russian senior officers. By using a CoD flight from Kosovo, a petty officer smuggles a pregnant Albanian woman aboard Harm's carrier. The CAG talks with Harm about his career prospects. Skates feels her mortality, but she concludes that she can survive anything if she can survive Harm's stunts. Harm does some good flying, and he helps a newbie JAG officer in the defense of the smuggler; he interrupts closing arguments; the CAG expresses approval of his performance and his fervor for justice and the law, then he nudges him back toward the JAG Corps. During a drug bust in San Diego County, California, deputy sheriffs find a package bearing the return address of a woman in Panama who's the wife of the Marine colonel in charge of the drug-interdiction program in Panama. Harm and Mac go to Panama and investigate; Harm meets the wife, and she surprises Mac. They figure out the lady and her activities, and Mac suggests that she go on a shopping spree; instead she goes elsewhere and meets an unhappy result. Harm and Mac embellish their oral report to the colonel. A disabled F-14 Tomcat crashes and burns during an emergency landing on the deck of a carrier in the Atlantic Sea; the pilot and the RIO escape with minor injuries, but one deck crewman sustains a major injury. Mac and Mic investigate aboard the ship at sea. Skates (a sometime RIO with Harm) served as the LSO during the incident; she faces a court-martial for dereliction of duty; Mac and Mic prosecute, and Harm defends. Skates, as a fellow aviator, reveals to Harm a special insight. Bud joins Harm for research, and the two of them meet resistance. Skates gives remarkable testimony from the stand during the trial. Now some of the students at a nearby naval high-school academy conduct a mock trial to prosecute a sailor for the resulting deaths. The admiral sends Harm and Mac to advise the students -- Harm on the prosecution, Mac on the defense. The students continue to investigate, and, with some help from Harm, Mac, Bud, and the gunny, they discover a material witness who was never interviewed during the official investigation; the witness belatedly provides enlightening testimony. A Marine corporal became convicted and sentenced to death 13 years ago for the premeditated murders of three fellow Marines; his original lawyer was Cdr. A.J. Chegwidden. The prisoner's last petition for review has finally reached the Court of Appeals for the Armed Forces; Mic represents the government, and Mac represents the condemned. The appellate court orders a new sentence hearing, and Mic receives orders to return to the Royal Australian Navy, so Harm replaces him for the new hearing. Harm also takes part in the recruiting commercials; he takes Renee to dinner, and Mic takes Mac. Both Harm and Mac make impassioned arguments, and Mac consents to a promise to the former corporal. Circumstances change in the brig, and Harm gives consideration to an alternate theory. The Chief Master at Arms abandons Harm and the sailor. The admiral, after a retirement party, arrives aboard a nearby ship, which has come to help; he lends a hand, and Harm and the suspect figure things out. USS Chicago made a port visit to Sydney, Australia, 28 years ago, during the Vietnam War. It appears that, after an altercation at a waterfront amusement park, a petty officer from that ship was murdered; at the same time a seaman disappeared from the Royal Australian Navy. Recently, however, local authorities apprehended a man believed to be the missing seaman; they book him for the old murder. At Brumby's request Harm and Bud fly to Sydney because the prisoner asks to speak with a JAG officer of the US Navy; the accused tells Harm that he is the US sailor previously believed to be dead. Harm has trouble while driving in left-hand traffic. Mac escorts back to Sydney the body, long buried in the US, of the one believed to be the US sailor. Courtroom fireworks ensue, and testimony introduces a twist. Mic suggests a social arrangement, and he and Mac make a discovery and a conclusion. Clayton Webb shows up several times in Sydney with different companions, speaking various languages; of course, he's not at liberty to explain. PO Tiner, a patron of the pub, is also present. The gunny hits another man while helping to defend his friend. Later a detective of the Baltimore PD seeks to arrest the gunny for battery and gay bashing, but the admiral intervenes. A court-martial finds the gunny not guilty, but the BPD promptly arrests him. The admiral accuses the state prosecutor of a personal political motive. The admiral defends the gunny in his civilian trial. PO Tiner gives some unexpected testimony. In Korea during 1950, during the Korean War, 23 Koreans died due to gunfire by US soldiers when the Koreans failed and refused to obey when ordered to halt and to not cross a bridge. The civilian press in the USA has refreshed accusations of an unjustified massacre. Harm, Mac, an Army general, and a veteran of that war fly to Seoul to investigate; Renee and her crew go on the same flight. While en route a group of North Korean activists hijack the aircraft and divert it toward their own homeland; the NK government forbids the bird to enter their airspace. A woman seaman aboard a ship becomes displeased with her assigned duties and activities, and she quits and walks ashore and away; she faces charges for dereliction, missing movement, and desertion; Mac prosecutes, and Harm defends. The accused at first feels uncomfortable because she's seen his commercial, and she figures that he too is just another recruiter; she argues that her recruiter promised her training and a rating which she has not gotten. During a training exercise five newbies and a seasoned instructor make a jump from a C-130 Hercules at an altitude of 4,000 feet; the jumpmaster (the instructor) signals the jump about 800 yards too soon; due to the mistake, two trainees land in a lake, and one of them lands also in a hospital and soon dies. The jumpmaster faces a court-martial; Mac prosecutes, and Bud and Loren defend. It becomes necessary for Harm to replace Mac as the prosecutor; his analysis of the case goes beyond the question of whether a light turned green. Mac has returned from Australia and has gone incognito as a chief petty officer at the Seabee Center, Gulfport, Mississippi, to investigate a charge of a rape of a woman sailor among a context of Wiccan worship and training; Harm and Bud join her as themselves. The rape charge leads to a court-martial; Harm and Bud prosecute, and a civilian lawyer defends a man chief petty officer. During the trial another woman sailor steps forward and accuses the same defendant of rape. After courtroom maneuvering, the jury delivers a verdict. The Navy has recently located the fictional USS Dolphin, a submarine which, according to this story, the Japanese sank on 05 December 1941, while the Japanese battle fleet was en route to attack Pearl Harbor; a civilian salvage operator has since announced his intent to claim, seize, and recover the sunken boat. The admiral, representing the USA, takes part in the legal wrangling, and he visits the salvage vessel and watches some of the activities. Respect and decency eventually triumph over commercial profits. Curtis Rivers, a SEAL who holds the Medal of Honor, challenges a candidate for the Senate who claims to be a former SEAL; during the confrontation the alleged pretender swings at Rivers, who then slugs him. Rivers faces a court-martial, during which Mac prosecutes, and Harm defends. Rivers also wishes to find and expose another impostor (a washout from the Navy) who has hired out as a hit man; Rivers uses an unconventional way to induce Harm to help find the hired gun. Teresa Coulter; the victim was Teresa's mother, and Teresa believes her father to be guilty. Harm's involvement places serious stress on his friendship with Teresa. In the new trial Mac prosecutes, and Harm and Bud defend. After pursuing several leads and theories, Harm and Bud eventually figure out what killed Teresa's mother. During an exercise including an amphibious landing on a simulated enemy beach, friendly fire accidentally goes dangerously close to a boat hauling 15 Marines -- apparently due to a mistake by Petty Officer Mike Roberts, Bud's brother, a fire-control technician third-class. With the admiral's consent Bud flies to Mike's ship and starts an unofficial investigation; suddenly Bud shares a berthing facility with Mike. Next Mac flies to the ship, then Harm does likewise. Protestors in a rubber boat stage a collision with the ship; Harm chats with one of them, and he learns much. Later the admiral, the SecNav, and Webb fly out.
